The article by Thomas Barnett “The Pentagon’s New Map”, professor of the Naval War College and a consultant of the Ministry of Defense, is an attempt to explain why America is at war with Iraq, and the situation in the world arena in the early 21th century. The author’s article is interesting, because it contains a lot of fresh, often robust and sometimes perplexing ideas concerning the formation of modern U.S. foreign policy strategy and the ideological foundations of the world development. The article raises the idea about the need for Americans to have a more balanced and self-critical approach to the definition of the role of the United States in the world.
The whole world T. Barnett divides into the countries of “functional core» and the countries of non-integrating gap. The scheme of the world called “a new map the Pentagon”, of course, is bright and clear to the general audience. In the “core ” it is proposed to include not only the 8 most powerful countries, but other countries that are actually moving towards joining the global system. Now the “functioning core” include North and much of South America, European Union, Russia, Japan and emerging economies in Asia (especially China and India), Australia, New Zealand and South Africa. In total this would amount to four billion people from the entire six billion world population.
T. Barnett believes that during the confrontation, Washington is pursuing a correct strategy, regardless of whether it is held by Democratic or Republican administrations. By analogy, it calls for a government of consensus on foreign policy in the U.S. today. It is important to say that the author believes that the events of September 11 were important to the American generals, involved in ensuring U.S. national security. These terrorist acts diverted them from the abstract planning of future high-tech wars against neighbors and drew attention to the threats to the world order.
T. Barnett sees the U.S. as a world leader in the moral responsibility for the fate of the “Gap”, as the U.S. is the only country able to undertake this work. Freedom in the Middle East is impossible without stability, and stability is the main item of U.S. exports. “We are the only nation capable of sustainable export stability” Argues Bernett. The author stresses that the U.S. will not be able to solve this problem solely by military methods. ()
In conclusion it is necessary to say that, T. Barnett made attempt to think about reconciliation of the United States with countries of the “outside world”, which do not like American superiority, and how this superiority is used by American politicians. The key idea is that the United States is not just a superpower, but part of a globalizing world, the subject of the global community, affected by the influence of global processes on a common basis
