Different types of decisions made at an operational level can affect the community input to a great extent. Actually, some of the examples of the decisions at an operational level include expecting the working conditions at stores, evaluating the effectiveness of health care services at hospital settings, monitoring students’ attendance at schools, etc. Community members should be aware of the fact that these decisions are made to improve the quality of life and provide support to meet the needs of local residents. Undoubtedly, the decisions made at an operational level could improve the community input. In fact, the term “operational level” refers to the only level of analysis where “an action in the physical world flows directly from a decision” (77). This fact means that any decisions made at an operational level do not require prior agreement with other individuals. As a rule, authority is driven from institutional arrangements, as well as from the established laws and regulations in the community. I believe that the decisions made at an operational level are essential for community building as these decisions guarantee future success in this or that sphere of human activity. I completely agree with John P. Kretzmann and John L. McKnight who state that the process of community building involves making many decisions at an operational level.
