To put it more precisely, organizations operating in the public sector need to improve their performance because the improvement of their performance is essential for the improvement of the government performance. At the same time, the improvement of the organizational performance is impossible without the improvement of the quality of services being delivered to clients of organizations operating in the public sector (Schuler, 2004). The latter implies that organizations operating in the public sector should improve the quality of performance of their employees.
In fact, public organizations should focus on training of their employees and to develop programs, which provide ample opportunities for the steady and ongoing professional development of their employees (Young & Tavares, 2004). In such a way, organizations operating in the public sector can improve the quality of their human resources and lay the foundation to the further reform in the public sector.
